The backstory
Scaleway is the credible European answer to AWS, and its pitch sharpened as data sovereignty moved from a procurement checkbox to a board-level requirement. Competing on AI is hard when the frontier models live on American clouds, so it went the other way: hosting open-weight models in EU regions for organisations that cannot legally send prompts across the Atlantic. That is a smaller market than the hyperscalers chase and a durable one they structurally cannot serve.
