Nebius rebuilt itself as a specialist AI cloud, selling dense GPU clusters and managed inference to labs and enterprises that cannot get capacity elsewhere or want it hosted in Europe. Competing with hyperscalers on capital is hopeless, so it competes on availability and jurisdiction. That has been enough: GPU scarcity persisted longer than anyone forecast, and European AI sovereignty rules created demand that American clouds structurally cannot serve.
