why this verdict
Keep paying — OpenAI has not replaced it

The backstory
Harness consolidated the delivery toolchain into one platform, with machine-learning verification that watches a canary deploy and rolls it back on its own. Its risk is consolidation cutting the other way, as agents automate individual steps and teams question a platform-sized bill. It holds ground because governance, audit and separation of duties are contractual requirements at its customers, and because verifying that an agent's deployment did not break production is a job that grows with agent adoption.
