The backstory
Turborepo does one thing hard: never do the same build twice, locally or in CI, by hashing inputs and sharing a remote cache across the whole team. Configuring it was once specialist knowledge that agents now hand out for free. That commoditises the setup, not the savings. As agent-authored pull requests multiply, CI minutes become the fastest-growing line on an engineering bill, and a cache hit is still the only thing that makes them cheap.
